There are four main steps to the New Water Service Application process:

Step #1: Complete and submit an Application for New service along with a non-refundable application fee of $100 to the address listed below. Contact our office at (360) 354-7909 for the application.

The application will be preliminarily reviewed for completeness and general eligibility upon receipt. In order for an application to be accepted the following conditions need to be met:
· The Association must have additional services (ERU’s) available.
· The parcel to be serviced must be within the Association’s Service Area.
· The applicant must own or have a possessory interest in the property to be served (a copy of the Statutory Warranty Deed or other proof will be required).
· The parcel must be eligible for the number of services being requested consistent with Whatcom County Planning and Development standards and zoning.
· The new service request must not adversely impact existing users (i.e. moratorium on new services in the area, inadequate pipe sizing, etc.)
Step #2: Once the application has been accepted, Association staff will process the application and notify the applicant of the findings by letter.
Step #3: Upon approval the applicant will be required to purchase a Membership in the Association and sign a Water User Agreement within 45 days of the approval letter being issued. Effective August 1, 2007 Memberships purchased are $10,000.
Step #4: After becoming a member of the Association the applicant may choose to connect to the mainline immediately or place their membership on standby until they are ready to activate their service.
